This is satisfyingly rich but without too much fat, so you can indulge in a scoop atop one of my classic brownies.
In a medium saucepan, whisk the sugars, cocoa powder, and water to combine. Bring to a boil over medium heat, cooking and whisking until sugars are dissolved.
Reduce heat to low and allow mixture to simmer for 4 minutes. While mixture is simmering, set a medium bowl in a larger bowl of water and ice.
