Method

Rinse and pat dry the rosemary. Set aside on paper towels. Combine the water and sugar in a small saucepan over low heat. Bring the mixture to a boil and allow to cook for about 5 minutes until sugar is dissolved. Remove from the heat and stir until the sugar is completely dissolved, making a simple syrup.
