These tasty little dumplings are basically fritters stuffed with picadillo. The starchy plantains and yautia (a tuber) form a masa-like dough that fries up nicely. The classic salty-sweet trio of green olives, capers, and raisins is common in fillings for tamales, empanadas, or, in this case, alcapurrías. This is a popular summer dish in Puerto Rico, where it is often cooked on the beach; the dumplings are sometimes stuffed with crab or bacalao.
