I’ve hired many Filipino cooks and, through them, learned a lot about their cuisine. They refer to this, polvorón, as a milk candy because there’s a substantial amount of milk powder in it. There are many variations to be found around the world, especially in Spain, where it originates, and Latin America. In those locales, it’s considered a form of shortbread. You’ll also see the treat in areas that were colonized by the Spanish; this explains how it got to the Philippines, although it does
