Place the sugar, orange and lemon juice, rind, cinnamon and cloves in a saucepan. Pour in the water and wine and heat gently, stirring, until the sugar has dissolved. Bring slowly to the boil, reduce the heat and simmer for 2-3 minutes. Set aside until cold.
