Sopaipillas, made from a dough similar to a piecrust, were originally a South American specialty but are now popular in New Mexico and Texas. When the flaky dough is deep-fried, it puffs up dramatically. The donuts, with their many air pockets, make perfect vehicles for the honey that is drizzled inside.

In a large bowl, using an electric mixer set on low speed (use the paddle attachment for a stand mixer), combine the flour, granulated sugar, baking powder, and salt and beat on low speed to mix.
