In a small saucepan, heat the olive oil. Sauté the onions and garlic until lightly browned. Add the pepper, vinegar, orange juice, molasses, coriander seeds, and the orange zest. Bring to a boil. Reduce the heat and simmer for 5 minutes. Remove from the heat and cool before using. Season to taste with salt and pepper.
