In a medium saucepan, heat the olive oil and sauté the onions and garlic until soft and lightly colored. Add the tomatoes, wine, vinegar, sugar, bay leaves, and water. Bring to a boil, then reduce the heat to a simmer and continue to cook, uncovered and stirring occasionally, until the mixture is thick, about 20 minutes. Remove and discard the bay leaves and stir in the raisins. Season to taste
