Method

Position a rack in the middle of the oven and preheat to 425°F. In a medium bowl, sift together the all-purpose flour, cake flour, baking powder, baking soda, sugar, and salt. Carefully fold the cream, eggs, and herbs into the flour mixture until just combined.
