Combine the water, onions, carrots, garlic, parsley, thyme, salt, and peppercorns in a kettle large enough to hold the lobster and bring to the boil. Simmer 10 minutes.
Add the wine and return to the boil. Cook 5 minutes.
Add the lobster and simmer 20 minutes, covered. Remove from the heat and let stand 10 minutes longer. Drain.
