The combination of fennel, orange, and olives is a classic of Moroccan cuisine, and I think it works even better as a salsa-like topping for baked fish. Flounder is readily available, but it tends to be pretty mild. Here, I have given it a head start on flavor with a spicy herbed marinade and a lot more texture thanks to the salsa topping. The bright salsa also cuts through any “fishy” flavors that might raise objections at your table.
