Bring a small saucepan of water to a boil and drop in the tomato and chiles. Adjust the heat to medium and cook for 10 minutes. Drain. When cool enough to handle, peel the tomato and remove the tops of the chiles. Purée in a blender or food processor with the oregano or thyme and salt.
