Melt the butter in a large saucepan and gently soften the onions, then add the parsnips and stir to coat in the butter. Pour in the stock, cover, and simmer for 30 minutes or until parsnips are very tender. Turn into a blender and purée, return to the pan, season and stir in enough of the cream to make the desired consistency.
