In a small saucepan, combine 1 cup (240 ml) water with the sugar, cilantro, and jalapeños and bring to a boil. With a wooden spoon, smash the jalapeños and the cilantro to release their flavor.
Reduce the heat to a simmer and cook for 5 minutes. Strain. The syrup will keep in an airtight container in the refrigerator for up to a week.
