In medium bowl combine garlic, paprika, chili powder, sugar and pepper and mix well. Set aside.
Massage yellow mustard into entire tenderloin covering every surface. Sprinkle the rub onto the meat. Wrap bacon slices around the meat completely, using several toothpicks to hold bacon in place.
