In a large saucepan over high heat combine all ingredients except brown and white sugar, stir to combine. Bring mixture to a full boil for 5 minutes, stirring, then add brown and white sugar and bring back to a boil. Boil for 2-3 minutes more, then remove pan from heat, skim surface of liquid, and let cool for 20 minutes. Pour into glass container and store tightly covered. Serve chilled or at
