In a large saucepan over high heat, boil the water with the sugar, without stirring, until golden caramel color, about 15-20 minutes. Remove the pan from the heat and slowly drizzle the rice wine and balsamic vinegar into the sugar water. Return pan to the stove, over medium heat for 2-3 minutes, stir the mixture until caramel is absorbed.
