In a medium saucepan, melt the butter over medium heat, then stir in the flour until blended. Gradually stir in cream and cook until thickened, about 5 minutes. Remove from the heat and stir in the remaining ingredients. If not thickened enough, you can gradually add more flour or cornstarch (1 tablespoon at a time) until desired consistency is reached.
