In a clean coffee grinder or food processor, grind brown jasmine rice until coarsely chopped.
Bring salt and water to a boil in a 2½-quart saucepan. Stir in rice and oatmeal. Reduce heat to low and cover. Simmer together, stirring periodically, for 10 minutes or until thickened. Garnish how you like and serve immediately.
