Lamb kibbeh is a Middle-Eastern dish served cooked (in a broth) or, as in this case, raw. The latter is a headturner. Interestingly, raw lamb is still disconcerting for some, yet beef tartare is universally accepted. I’ve got no problem with raw lamb.
When buying lamb for this dish, be very specific. Ask your butcher for the meat (shoulder or leg) to be well trimmed, with no fat or gristle. The texture is now your call. Tradition calls for the meat to be finely ground at least twice
