Put the water and sugar in a saucepan, and heat gently until the sugar has dissolved. Simmer gently for 3 minutes. Put in the ginger, lemon zest and juice, remove from the heat, and allow it to infuse for 10 to 20 minutes. Strain and serve. Alternatively, cool it, and then freeze.
