Method

  1. Soak the bulgur wheat in the water in a serving bowl for 30 minutes. After 30 minutes drain the wheat in a sieve and squeeze out any excess water from the grains with your hands. Dry the serving bowl and return the bulgur to it.
  2. Add the tarragon, mustard, oil, and vinegar to the bulgur and toss to combine. Season to taste with salt and pepper.
