If you are using salt cod that is hard as a board and designed to sail to the Americas and back unscathed, then change the overnight soaking water in the morning and give it a few more hours. This Portuguese recipe is hard to beat. If it were a Spanish version, béchamel sauce would be used instead of potato, although in some parts of Galicia potato might still be used.
