Golden, fluffy grains of rice are made fragrant with roasted spices. This recipe uses the Asian rice-cooking technique: the rice is rinsed well in several changes of water to remove the excess starch, then simmered, uncovered, to boil off most of the liquid, before being covered and steamed. It is a surefire way to produce a perfect pilau—a light, fluffy texture with nicely separated grains.
