For making sev you need a special gadget, something like a cookie press. It’s available at most Indian groceries that sell kitchen equipment. A chickpea-flour paste extruded into hot oil, sev can be thick and twiggy or fly-away thin, a variety often described as “nylon” sev. This is the kind you need for bhel.
