Remove and discard the flesh from the lemon quarter.
Rinse the peel and then mince it and transfer to a small bowl. Add the mayonnaise, lemon juice, basil, and tarragon and mix well. Use right away, or transfer to an airtight container and store in the refrigerator for up to 1 week.
