Place all of the ingredients in a blender along with ¼ cup (60 ml) water. Blend and add more water as needed to achieve desired consistency. Adjust the heat (chili), salt, and acid (lime) to taste. Serve immediately or refrigerate in an airtight container for up to a few days. Squeeze a bit of lime juice or place a thin slice of lime on top to preserve the chutney’s vibrant green color.
