Poverty is a relative concept. This dish is an old specialty of Portofino, a place that may have the highest per capita wealth of any town in Italy. It is not that these rich people are all Ligurians. Portofino has been a haven for wealthy industrialists, movie stars, and titled royalty for decades. The most dazzling yachts and cruise ships drop anchor throughout the year, and many of the super-rich with a Portofino address keep their yachts in the larger harbor of nearby Santa Margherita.
