Rosewater and saffron make this as seductive a dessert as is found anywhere on the planet. Also served at new year and for nazer, a form of alms-giving that gives thanks for prayers answered or marks an occasion for special celebration such as betrothal, marriage, or the safe return of loved ones from the Haj, the once-in-a-lifetime visit to the holy city of Mecca to which all devout Muslims aspire. Short-grain rice is used for sweet dishes, long-grain for savory.
