Method

  1. Preheat the oven to 310°F and line a cupcake pan with cupcake liners.
  2. In a large mixing bowl, combine the milk, vegetable oil, egg, granulated sugar, vanilla, and hot water.
  3. Sift in the two types of flour, salt, baking soda, and cocoa powder.
