No-Tomato Fish Soup

It seems hard to believe, but one fall day I had eaten enough tomatoes and even enough tomato-accented fish soup. However, when I went to the market—in landlocked Vermont—there was a rare offering of various fish that the manager had gone down early in the morning to Boston Harbor to get. I felt it would be scouting fortune to ignore the offerings. I concocted this tomato-free soup that all the eaters seemed to like. I used steamers, and their juice needs to be filtered and
