Combine the cucumber skins, mayonnaise, sour cream, onion, parsley, dill, white vinegar, garlic clove, pepper, and celery salt in a food processor. While processing, slowly and sparingly add the buttermilk until the dressing is completely smooth and thin enough to drizzle but not as thin as water. Taste and season with salt, if needed.
