If you cannot find fine bulgur, grind up coarse bulgur in a spice grinder or food processor until it has a fine and sandy texture.
In a large saucepan, heat the oil on medium heat. Fry the onion for 3 minutes, and then add the minced beef, breaking it apart into small pieces with a wooden spoon. Brown for about 5–6 minutes, until cooked and all the moisture has evaporated.
