To make the meat, combine the brisket, garlic, onions, carrots, cumin, oregano, salt, sour orange juice or lemon juice, and red wine in a pressure cooker or a Dutch oven. Make sure there is enough liquid to completely cover the meat; add water if necessary.
If using a pressure cooker, cook on high for 90 minutes. If using a Dutch oven, cook, covered, at a simmer for 4 to 5 hours, until
