Heat the olive oil in a large frying pan over medium heat. Add the onion, garlic, tomato, green pepper, cilantro, salt, and pepper. Sauté for 5 minutes, or until the onions are translucent. Add the rice and stir for 30 seconds.
Add the heated Fish Stock and the saffron and bring to a boil, then decrease the heat to low. Cook, uncovered, over low h
