Heat a large Dutch oven over high heat, add the beef, and sear on all sides. Or, sear the beef in a pressure cooker.

Combine the dried red pepper, sazon, cumin, and curry powder, add to the beef, and stir to coat all sides of the meat with the mixture. Add the onions, red wine, garlic, and salt. If using a Dutch oven, reduce the heat and simmer, covered, for 3 to 4 hours, until the beef
