This is a traditional dumpling served during the New Year holiday. The results of the handwork involved, which are there for all to see, are meant to impress on a special holiday. And they do.
Place flour on work surface. Using your fingers, mix in the sugar. Make a well and add the lard or peanut oil. Using your fingertips, mix until the ingredients are combined. Then make another well, dribble the water in slowly, and, using the other hand, combine thoroughly. Knead the dough for 10 minutes. Set aside, covered with a damp cloth, for 2 hours.
