Wash, dry, and seed the peppers. Cut into lengthwise quarters and remove membranes. Slice each quarter lengthwise, making 8 pieces.
Sprinkle a bit of tapioca flour into the cavity of each piece of pepper, then pack 1 to 1½ tablespoons of shrimp filling into it with a knife or with your fingers.
