Simmered, coated with a thick batter, and then deep-fried, these ribs are wonderfully crunchy and subtly aromatic of the light sprinkling of roasted salt-pepper. They could serve 2 and should be well balanced by vegetables. Good ones would be Chilled Sweet and Sour Red Onions and Stir-fried Spinach. Since the ribs are neat, they also make good finger food.
