Method

Measure the sugar and water into a large saucepan. Stir over low heat until the sugar has dissolved. Add the condensed milk and the butter. Bring the mixture up to the boil. Simmer gently, stirring occasionally, until a little dropped into a saucer of cold water forms a soft ball, or the temperature on a sugar thermometer reads 240°F (116°C).
