Marinate the steak
In a shallow glass or ceramic dish, whisk together the wine, soy sauce, oil, garlic, and ¼ teaspoon pepper. Add the flank steak and turn to coat evenly. Cover and let stand for 1 hour, or refrigerate, turning occasionally, for up to overnight.
