Fry the bacon until crisp. Add the onions and green pepper and brown well. Add the water, and bring to a boil. Put in the potatoes and let cook slowly until tender. Add the rest of the ingredients, heat thoroughly, and serve. [If this is too thick, fish stock or more water or more cream can be added. My father likes to stand a spoon in this, but I myself prefer it somewhat wetter.]
