Ikan bilis is another of those preserved fish products so dear to Southeast Asian cooks. They are actually fry, that is baby fish of different varieties, similar to whitebait, which are salted and sun-dried. After frying until crisp, they are sprinkled over rice dishes as a crisp savoury garnish.
