Chase’s Calendar of Events, the most comprehensive collection of all types of commemorative days, says food days and food months are approved in various ways. There is nothing to prevent any group or person from declaring a day and marketing as such. But to get the day on the federal calendar requires a petitioning process. Though rarely used, the president has the authority to declare any commemorative resolution.
