Cocoa powder is chocolate liquor with some of the cocoa butter removed. The amount of cocoa butter varies from brand to brand, but this is of little concern to most home bakers. You should, however, understand the difference between nonalkalized and alkalized (Dutch-processed) cocoa powder, as the packages may not indicate the variety on the label.
