Other nations can claim pasta as part of their cuisine, and in much of the world cooks use rice in one way or another, but risotto is unique to Italy, made by a unique cooking method, with varieties of rice that are uniquely Italian. Risotto is the product of a single, immutable technique, a technique, however, that allows you to make as many different risotti as there are days in the year. What changes is the base over which you scald the rice, and the key flavor components with which you cook it.
