A basement is the part of your home that is most likely to suffer in the event of a flood, so if you live in a flood-risk area, keep your wine collection as high as possible, ideally not in the basement or underground, and ensure that the wine is in sturdy racks off the floor.
A mild flood is not a problem, as long as you de-humidify the room afterwards. If it is a serious flood that reaches the wine, the wine might float out of the racks, and could break. The most likely damage will be that the labels will be unreadable and may come off. Keeping good records could help identify the bottles, but their re-sale value will be severely reduced.
