One of my favourite Estonian supermarket buys was a mixture of ‘herbs for fish’, which inspired this recipe. I suggest you make more of the herb mix than you need here and keep the rest in a jar, ready to use as a dry rub for any fish, especially if it is going to be fried or barbecued.

These herrings go incredibly well with dill-sprinkled potatoes and a slaw (there are four to choose from).
