In a medium heavy saucepan, combine the water and sugar and bring to a boil over medium-high heat, stirring to dissolve the sugar. Reduce the heat to medium-low, add the vanilla beans, and simmer for 5 minutes, stirring occasionally to ensure that the bottom of the pan doesn’t scorch. Remove from the heat and let cool to room temperature.
