In a medium bowl, whisk together the cocoa powder and sugar.

In a medium heavy saucepan, combine the water, salt, and vanilla and stir to combine. Add the cocoa-sugar mixture, whisking to combine. Bring to a low boil over medium-low heat, stirring to dissolve the sugar, then boil for 2 minutes, stirring occasionally so the bottom of the pan doesn’t scorch. The mixture will thicken just
